INVITATION TO TENDER FOR WORKS/PROCUREMENT UNDER TETFUND 2026 ANNUAL INTERVENTION
1.0 INTRODUCTION
1.1 Kano State College of Education and Preliminary Studies is poised to embark on projects under the 2026 TETFund Annual Intervention. Therefore, the College hereby invites interested and reputable contractors with relevant experience, proven track records of performance, and prompt delivery of similar projects to submit TECHNICAL AND FINANCIAL BIDS in respect of the above intervention for the projects listed below:
1.2 SCOPE OF THE PROJECT
Lot 1: Construction of CBT/Computer Centre, Procurement of Furniture and Fittings as well as Installation of same in the CBT/Computer Centre.
2.0 ELIGIBILITY REQUIREMENTS
2.1 Compulsory Requirements:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2023, 2024 & 2025) valid till 31st December, 2026;
c. Evidence of Pension Clearance Certificate valid until 31st December, 2026 (this requirement is only applicable to bidders with 15 or more staff);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid until 31st December, 2026 (this requirement is only applicable to bidders with 5 or more staff, or whose annual turnover is N50 million and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid until 31st December, 2026;
f. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of an Interim Registration Report (IRR) expiring on 31/12/2026, or a valid Certificate issued by BPP.
2.2 Additional Requirements:
g. Sworn Affidavit indicating that:
i. None of the Directors of the company has been convicted in any court of law for criminal offence involving financial impropriety.
ii. No officer of the Kano State College of Education and Preliminary Studies Kano or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidders and to confirm that all information presented in its bid are true and correct in all particulars.
iii. The company is not in receivership, insolvency or bankruptcy.
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025;
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide a credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSRBN, ARCON, CORBON, SURCON, etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature, and complexity) executed within the last three (3) years, including Letters of Award, Job Completion Certificates, and photographs of the projects;
l. List of Plants/Equipment with proof of ownership or Lease Agreement;
m. For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner.
n. All of the above should be submitted in (2) hard copies and a soft copy.
Note: All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letterhead Paper bearing, among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM Number), and e-mail address. The Letterhead Paper must bear the names and nationalities of the Directors of the Company at the bottom of the page, duly signed by an authorised officer of the firm.
3.0 COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the Office of the Director of Procurement, commencing from Monday, 1st June, 2026, upon payment of a non-refundable Tender Processing Fee of N10,000.00 only per Lot into the Kano State College of Education and Preliminary Studies, Kano, through the CBN e-payment platform (REMITA) at any commercial bank in Nigeria.
4.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit three (3) hard copies each of the Technical and Financial Bids, with a soft copy of the Financial Bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, the two sealed envelopes should be enclosed in a bigger sealed envelope addressed to the Provost, Kano State College of Education and Preliminary Studies, and clearly marked with the name of the project and the Lot number. Furthermore, the reverse side of each sealed envelope should bear the name and address of the bidder and be deposited in the designated Tender Box located at the Office of the Director of Procurement, Kano State College of Education and Preliminary Studies, Kano.
5.0 The completed Tender Documents should reach the Office of the Director of Procurement, Kano State College of Education and Preliminary Studies, not later than 12:00 noon on Monday, 29th June, 2026.
6.0 OPENING OF TECHNICAL BIDS
Only the Technical Bids will be opened immediately after the deadline for submission at 1:00 p.m. on Monday, 29th June, 2026, in the presence of bidders or their representatives who choose to attend, and invited Civil Society Organisations (CSOs).
7.0 GENERAL INFORMATION
a. Bids must be in the English Language and signed by an official authorised by the bidder;
b. Bids submitted after the deadline for submission will be returned unopened;
c. All costs will be borne by the bidders;
d. Only pre-qualified bidders at the technical evaluation stage will be invited at a later date for the opening of Financial Bids, while the Financial Bids of unsuccessful bidders will be returned unopened;
e. Kano State College of Education and Preliminary Studies is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liability, in accordance with Section 28 of the Public Procurement Act, 2007.
